President’s Message – June 2014

Greetings Frogs

I hope everyone has dusted off their wetsuits by now.

Last month, I had the unique honor of being invited to a very special and unusual wedding. Faith Ortins, Wendy Quimby, and a group of people from DUI decided to throw a wedding for their mannequin mascots "Bernie" and "Jezebel". We had a nice dinner at the Azorean Restaurant, followed by a Jack & Jill Bachelor/Bachelorette Party at the Crow's Nest. I was the first to arrive at the Crow's Nest with Freddy and Francine Frog. The town drunks saw me walk into their local bar with 2 inflatable frogs. I ordered them drinks. The Frogs, not the town drunks. Luckily the DUI crew showed up later with Bernie and Jezebel and I didn't feel so strange for walking around with inflatable frogs. The things I do for this club! We had lots of alcohol infused fun and still managed not to get kicked out.

The next evening was the big wedding day. Wendy Quimby made the most beautiful aquatic themed wedding cake. Mike put together a nice slideshow of Bernie and Jezebel's courtship. Lots of laughs were had. We watched Dick Long give Jezebel away. Freddy and Francine were wonderful as the flower girl and ring bearer for the wedding. Jezebel is a lucky girl for sure. I could feel so much love coming from Bernie, probably more than I have felt from some of my previous boyfriends. Ouch! Jezebel's engagement and wedding rings were stunning. He clearly went to Jared! The Frogs wish Bernie and Jezebel all the best in their marriage together. I hear they never argue. I think they'll do fine.

Here's what's coming up for June: June 5th will be movie night.

Sat June 7th will be our Time Life re-enactment photo! Rain date is Sunday June 8th. We are still establishing the exact location and time to duplicate the original photo. Emails and notifications will be sent out soon on the exact details.

June 12th will be our first beach meeting at White Beach in Manchester at 6:30pm or whenever you can get there after work. Bring some food for the grill, something to share, and beverages. Bring your dive gear for a night dive if the

conditions allow.

Thursday June 19th Ted Maney will be giving a presentation on the new Reef Invertebrate Identification Program!

Saturday June 21st we will join the Finatics Dive Club for our first club charter dives with Cape Ann Divers boat charter. We will be diving the Big Fantastic Wall and Burnham Rock on the a.m. charter! Advanced certification is required for these sites. The spots are first come, first served. To reserve your spot, call Mary at Cape Ann Divers at 978 281-8082.

July 4th weekend, Kenneth Flagg will be organizing a camping/diving trip to Eastport.

July 12th we will have an all-day beach meeting/dive/cookout on Pebble Beach! Bring your food, grills, beach blankets and dive gear! Rain date is Sunday the 13th.

These tickets are usually $48!. Metro West and Finatics Dive Clubs will be joining us for this whale watch trip. The boat holds 150 people. The company is called Captain Bill and Sons. They have marine biologists on board that have been studying the whales for years and they are excellent at narrating about the whales. Please see Adam or me if you want to sign up and buy a ticket. We will also have a PayPal link set up for people to purchase tickets as well. You don't want to miss this!

I would like to name Jack Munro as Member of the Month for organizing the Antique Dive Gear Test Dive. Adam Hartnett for Diver of the Month for running the Flounder Contest!

Happy Diving! See you soon! :)

Air Bubbles – June 2014

Dear Dive Community Members,

With the summer dive season upon us, I am taking this opportunity to remind the diving public of the Massachusetts Board of Underwater Archaeological Resources and the laws affecting underwater archaeological resources.

Established in 1973, the Massachusetts Board of Underwater Archaeological Resources is the trustee of the Commonwealth's underwater heritage, promoting and protecting the public's interest in these resources for recreational, economic, environmental and historical purposes. Under Massachusetts General Laws Chapter 6, sections 179-180, and Chapter 91, section 63, the Board is charged with the responsibility of encouraging the discovery and reporting, as well as the preservation and protection, of underwater archaeological resources. Generally, those resources are defined as abandoned property, artifacts, treasure troves, and shipwrecks. The Commonwealth holds titles to these resources and retains regulatory authority over their use. No person may remove, displace, damage or destroy any underwater archaeological resource except in conformity with permits issued by the Board.

In order to enhance your understanding of the Board, I am taking this opportunity to explain the permit application process. The Board issues two types of permits: reconnaissance and excavation. The application fees are $10.00 per year for a reconnaissance permit and $100.00 per year for an excavation permit. Checks should be made payable to the Commonwealth of Massachusetts. In completing the permit application, the applicant should refer to the Board's regulations. The applicant should address all sixteen points outlined in the regulations. If more space is needed than is provided in the application, the applicant should not hesitate to attach additional pages. In order for a permit to be considered at a Board meeting, a complete application must be received by the Board at least 10 days in advance of that Board meeting.

To deal with certain type of artifact discoveries, the Board's regulations provide an exemption from the permit process for Isolated Finds and Exempted Sites. In order to obtain title to this underwater archaeological resource under the isolated find exemption, an applicant must complete and return the Isolated Find form along with a map (USGS topographic map or NOAA chart) indicating the location of the find. In completing the form, the applicant should detail the research you undertook to determine this resource should be considered an isolated find by the Board. While there is no applicant fee for an isolated find, Isolated Finds application must be received by the Board at least 10 days in advance of that Board meeting. The application form is available for download at: http://www.mass.gov/eea/docs/czm/buar/buarif.pdf

The purpose in creating an exempted shipwreck site is to preserve such sites for the continued enjoyment of the recreational diving community. Recreational diving activities, including casual artifact collection, on exempted shipwreck sites does not require a permit from the Board. However, any major disruption of the site is prohibited. The List of Exempt Shipwrecks is open to modification. The recreational diving community is encouraged to protect these sites for the continued enjoyment of all. For a List of Exempt Shipwrecks, please visit: http://www.mass.gov/eea/agencies/czm/buar/shipwrecks/

The Board may also establish underwater archaeological preserves. The purpose of underwater archaeological preserves is to recognize and protect those resources of substantial archaeological and/or historical value. While access for recreational, scientific and historical purposes is guaranteed, collecting will not be allowed except for scientific or historical purposes, and the artifacts remain the permanent property of the Commonwealth.

If you should have any questions, or if I can be of assistance, do not hesitate to contact me (see information below). I hope that all of you have a safe and enjoyable dive season.

Sincerely yours,

Victor T. Mastone, Director and Chief Archaeologist
