Bag Limits & BS

Yesterday, the Coast Guard nabbed a boat off New Bedford, the Lophius, with 3,394 pounds of scallops. The ship was licensed to take no more than 400 pounds per trip. THREE THOUSAND THREE HUNDRED NINETY FOUR POUNDS?!! Is that shucked or unshucked? Shucks! And they want to put a limit on recreational divers.
